EU Blue Card in France (2026): conditions, €59,373 salary threshold and what changed on 30 October 2026

The “talent – EU Blue Card” (carte de séjour « talent – carte bleue européenne ») is the European residence permit for highly qualified workers. In France, it belongs to the family of talent permits: the employer does not need a work authorisation and is exempt from the tax on the employment of a foreign national.

Decree no. 2026-1001 of 26 October 2026, in force since 30 October 2026, modified several Blue Card rules. This article takes stock.

Conditions

You must meet all of the following conditions:

  • hold a diploma sanctioning at least three years of higher education, or justify five years of professional experience at a comparable level, relevant to the sector or profession concerned. This is reduced to three years acquired over the previous seven years for certain professions listed by ministerial order;
  • have an employment contract of at least six months;
  • receive a gross annual salary of at least 1.5 times the reference average gross annual salary, i.e. €59,373.

Unlike the “talent – skilled employee” card, the diploma does not have to be obtained in France. This is why the Blue Card is often the right route for candidates recruited directly from abroad. See: EU Blue Card or highly skilled worker: which “Talent Passport” should you choose?

Validity

  • Contract of two years or more: card valid for the duration of the contract, up to four years;
  • Contract of less than two years: card valid for the duration of the contract plus three months, up to two years.

Mobility from another EU country

The card can also be granted if you have already held an EU Blue Card in another Member State. A first mobility is possible after 12 months of residence with a Blue Card in that State, and after six months from the second mobility onwards. You must apply within one month of entering France.

Loss of employment

If the Blue Card is refused, not renewed or withdrawn because of a serious breach by the employer of its legal obligations, the decree provides for a period of six months from notification to find a new job, which can be extended in view of unemployment insurance rights. A temporary document covers this period.

The procedure

  • From abroad: visa at the French consulate. For a stay shorter than 12 months, a “talent” VLS-TS to be validated online within three months; for 12 months or more, a three-month “talent” visa followed by an application for the card on ANEF.
  • From France: online application on ANEF within two months of entry with a long-stay visa, or between four and two months before your current permit expires.

Documents

Valid visa or residence permit (or the Blue Card issued by another EU State); passport; proof of address; e-photo code; employer certificate (official template); Bachelor’s-level diploma or proof of five (or three) years of comparable experience; proof of compliance with the rules of regulated professions where applicable; signed commitment to respect the principles of the Republic.

Cost

If the card is granted: €350 in tax stamps (€50 stamp duty + €300 tax).

Family

Spouse and minor children benefit from the simplified “accompanying family” procedure and receive a “talent – family” card.

Refusal

The prefecture’s silence is deemed a refusal after 90 days, or 30 days if you already hold a Blue Card in another EU Member State. You then have two months to file an administrative appeal and/or a court action. An explicit refusal is usually accompanied by an obligation to leave French territory (OQTF), with short appeal deadlines.

Note: the changes introduced by decree no. 2026-1001 are being integrated into the official pages. Have the rules applicable to your case checked before filing.
